Looks like the .rar file is corrupted. Re-download and extract the files again.

When you extract the files, there's usually a folder with a .theme file with another folder that contains wallpapers, shellstyles etc. What you have to do is place the file with '.theme' extension and the folder in your 'windows/resources/themes' directory, and then open the theme settings via right clicking the desktop and choosing personalize menu, and select your newly installed theme.

Just for future reference:

To get my theme working, I downloaded the free trial of Tune Up Utlities. In the program, I went to the "Customize Windows" tab then the Tune up Styler. Under the "Interface" tab, I clicked Visual style Then I clicked "add" then clicked "instal visual style from file" and browsed for the windows theme filed I iinstalled the extracted.
